Cuba Legislation Markup Postponed .- On September 28, House Foreign Affairs Committee Chairman Howard Berman (D-CA) postponed a scheduled markup of H.R. 4645, the "Travel Restriction Reform and Export Enhancement Act." The bill would simplify financial arrangements relating to U.S. agricultural exports to Cuba (which are already permitted by law) and end the ban on U.S. citizens traveling to the island. The Chamber has supported the legislation strongly, arguing that greater commercial and people-to-people contacts may promote a transition to democracy and full civil liberties. The Chamber sent a letter to all Members of the House Committee on Foreign Affairs on August 24 urging for a markup to be scheduled.
